One need not place the Oaths of Office and Public Official Bonds under a microscope in order to uncover the answers!!!
It's about Law and the Constitution!!! The Constitution tells us how to deal with Public Officials who practice Statutory and Equity Law in place of Common and Constitutional Law at both the State and Federal levels!!!

At the present time, our First Amendment Right to a Redress of Grievances against the Skagit County Commissioners has been met with scorn! A lawful requirement that the Commissioners respond personally has been unlawfully avoided!

LET THE LESSON BEGIN
Before the applause of pro-fluoride zealots had a chance to die down, a Constitutional scholar approached the stage and informed Commissioner Ken Dahlstedt that his well-known conflict of interest put him in violation of his Oath of Office, thereby nullifying his vote. Printed copies of the Oaths of Office and Public Official Bonds belonging to both Dahlstedt and Commissioner Don Munks were deposited on the desk in front of them. They appeared shocked as they then learned that they were not in office lawfully, having violated State Law with their negligence and failure to sign and file those documents before they attended the first meeting of their new terms on January 3, 2005. Munks and Dahlstedt sat and listened as the man informed them that they were due to be impeached and would never hold public office ever again. Commissioner Dillon suggested that the matter be taken up with the County Prosecutor's Office. A segment of the pro-fluoride audience apparently found humor in the activity as ignorant laughter rippled through one corner for a brief moment. The snickering turned to stunned silence as the man who had just addressed the Commissioners was being interviewed by KING-TV News regarding the Constitutional issues that will prove ultimately to be the bane of Munks and Dahlstedt. Unfortunately, none of this made the final cut in Rob Piercy's report for the 5:30 pm newscast. In fact, it is filled with the same unbalanced delivery and misinformation so common in the corporate media.
Myth #1: Fluoride can cause cancer and brittle bones while the overwhelming majority of science shows it helps prevent tooth decay. Fact: Tooth Decay Trends in Fluoridated vs. Unfluoridated Countries (CDC & WHO) Myth #2: Work is already underway on a grant to pay for fluoridation equipment at Skagit County's Judy Reservoir; the only cost to taxpayers, we're told, will be upkeep and supplies, and that will be fairly inexpensive. Fact: The Washington Dental Service Foundation has promised only an $800,000 grant. The actual cost of installation will be close to THREE MILLION DOLLARS (PDF Page 25)! WHO WILL PAY? Myth #3: Skagit County PUD water will be fluoridated. Fact: NO! Visit the Law Library and learn why.

May 17, 2007 - Skagit Valley Herald - Commissioners get it right on fluoridation "In supporting their action, the commissioners can legitimately point to the results of a nonbinding advisory election in which 52 percent of the voters approved fluoridation. Detractors claim, unconvincingly, that 52 percent isn't a meaningful majority. It is in a democracy."

May 16, 2007 - Skagit Valley Herald - Yes to fluoride, but details will take time / County commissioners OK fluoride (title of newspaper version) Before the vote, County Health Officer Howard Leibrand discounted claims that fluoride can cause cancer and brittle bones, saying “these are based on fear, personal beliefs and anecdote, and none are based on science.”
FLUORIDE ONCE STANDARD TREATMENT FOR HYPERTHYROIDISM May 23, 2007 - The Argus - Now the logistics [County Health Officer Howard Leibrand] said only fear and personal beliefs are fueling groups who link fluoridation to Alzheimer's disease, cancer, osteoporosis, autism and hypothyroidism. "There is absolutely no scientific evidence of serious problems," Leibrand said.
