Weyrich Letter to AGO
In a letter dated Monday, Prosecuting Attorney Rich Weyrich asked Attorney General Rob McKenna to
determine whether the county Board of Health has the authority to order a public utility district to add
fluoride to its water system. Saying fluoride can prevent dental cavities and that cavities are an infectious
disease, the county commissioners acted as the county Board of Health in May, when they voted 2-1 to
require Skagit County Public Utilities District to fluoridated its main water system.

The county commissioners asked for, and got, what amounted to a survey of attitudes about fluoridation. A nonbinding ballot question generated a favorable response from 52 percent of the voters within the utility district. The county commissioners have voted for fluoridation. The money to build the plant is available.
