The PUD No. 1 of Skagit County does not endorse either the pro-fluoride or the anti-fluoride factions. Its official position on the issue of water fluoridation is one of neutrality. Unlike Water-Sewer Districts, Public Utility Districts do not have the authority to make the decision on
fluoridation. Washington's first Public Utility District was created by the legislature in 1930. The PUD law is RCW 54. Water-Sewer Districts are governed under RCW 57. Water-Sewer Districts are given the power to authorize or reject water fluoridation as stated in RCW 57.08.012. In view of this situation, it is suggested that concerned citizens not waste good energy and focus their attention on the County Commissioners and the County Health Department, where it belongs (not that it will do much good, outside of Sharon Dillon). So that it does receive some type of feedback, you may want to let the PUD know of your feelings when you pay your water bill.
