| September 12, 2006 The Skagit County Commissioners pass Resolution #20060319, which requests that the Skagit County Auditor's Office Elections Department place an advisory question on the November 2006 ballot regarding water fluoridation. The ballot is intended for registered voters within the service area of the Judy Reservoir of PUD No. 1. Commissioner Ken Dahlstedt again lends his support for fluoridation and cites nonexistent medical data from Anacortes, which would suggest that the practice is "safe and effective." At the same time, he is careful to give the appearance that it would be the voters who decide the issue. | November 7, 2006 Election Day 2006: Commissioner Don Munks indicates that the fluoridation decision may be coming soon. In coming days, pro-fluoridationists prove that they can not make the distinction between a blowout and a squeaker in a high school basketball game. By November 29th, the ballot count is final at 52% in favor of fluoridation and 48% against. | January 2, 2007 With Sharon Dillon now seated as Chairman of the Skagit County Board of Commissioners, Resolution #20070008 is signed, which orders the Skagit Board of Public Health to hold a public hearing on January 16, 2007 at 11 am. The purpose is for consideration of a draft resolution "to provide for community water fluoridation for PUD No. 1 Judy Reservoir and the East Bank and West Bank Interties." | January 16, 2007 Both sides in the heated debate over water fluoridation in Skagit County slug it out before the Board of Public Health, aka the Commissioners. Before the hearing, Chairman Sharon Dillon pushes the final decision further "down the road, probably a ways." Written testimony is accepted through close of business on January 26th. Once again, the Skagit Valley Herald prints a biased account that bears little resemblance to the actual proceedings and The Argus reporter opts for straight journalism. In her story, Commissioner Ken Dahlstedt makes the misleading claim that "the county monitors local hospitals for health anomalies related to fluoride, finding none so far." The truth is that a simple call to any of the hospitals reveals that they do not recognize the symptoms of a fluoride reaction, much less how to treat someone who has been affected. In the Skagit Valley Herald, Ken Dahlstedt validates concerns that he has been in violation of his Oath of Office by way of his impartiality for the duration of the fluoridation controversy. Don Munks claims in the Argus that there has been no "evidence of any kind of damage" from 45 years of fluoridation in Anacortes, failing to substantiate his bold statement with any scientific studies. Dahlstedt exhibits this same deficiency in his stated case to support the proposal. | May 15, 2007 Two of the Skagit County Commissioners demonstrate their contempt for the Constitutional Rights of nearly half of the voters who rejected Proposition 2 in November 2006. Sharon Dillon objects to it. Despite his documented conflict of interest, Ken Dahlstedt fails to recuse himself from the vote. For the second time, he claims that citizens who oppose fluoridation had agreed to abide by the November ballot results. Both Dahlstedt and Don Munks again cite "phantom" medical studies in support of their assertions that water fluoridation is "safe and effective," creating no appreciable health hazards. | Will Honea and the Skagit County Prosecuting Attorney's Office support the impostor commissioners' bizarre argument that dental caries (tooth decay) is an infectious, contagious disease and he calls our claims absurd? Moreover, his continued misuse of State ex rel. Lysons v. Ruff, 4 Wash. 234, 29 Pac. 999 (1892) to excuse violations of State Law by the impostors in the filing of their Oaths of Office casts suspicion on the validity of any of his analyses. Washington State Supreme Court decisions in State ex rel. Guthrie v. Chapman, 187 Wash. 327, 60 P.2d 245 (1936) and State ex rel. Zempel v. Twitchell, 59 Wn. (2d) 419, 367 P. (2d) 985 (1962) are known to have established that State v. Ruff no longer conforms with State Law. The court has held that the listed items in RCW 42.12.010 do indeed lead to immediate forfeiture of office and create a vacancy. Far from "devastating" our position, Parker v. Overman, 59 U.S. 137, 15 L.Ed 316 was an appeal from the Circuit Court of the United States for the District of Arkansas to the United States Supreme Court. The decision, which has been cited in both the States of Utah and New York, confirms that applicable statutes governing the filing requirements for Oaths of Office are controlling in all states. We did not initiate contact with Mr. Honea or "the county." Our documents have been delivered to individual persons in order to prevent them from being allowed to employ county resources in their defense, which is against the law. It is our observation that Mr. Honea has been dispatched to engage our group — again, in opposition to the law — in an attempt to maintain a cover up of acts of malfeasance that warrant the dismissal of several public officials, including his own. We can only hope that Mr. Honea will finally keep his word and send us no more of his unsolicited dolus malus. |

| What Does AGO Opinion Truly Signify? Pro-fluoride zealots rush to judgment, falsely claim yet another endorsement |
| I received your phone call on the Attorney General’s Office public comment line regarding: AGO 2008 No. 5-Authority of county health board to order fluoridation of water supply. I understand your concerns and wish to reassure you that you still have options in your fight against fluoridation. An Attorney General’s Opinion is an assessment of the law by the Attorney General’s Office, and does not represent a policy choice for or against fluoridation. As the attorney general’s office, we are required to provide to elected officials upon request our best assessment of how a law might be interpreted should it be challenged in a court of law and that is what we did in this case. Ultimately, your local government exercises the policy decision whether to fluoridate. If you wish to impact that decision, your concerns are best directed to your local government officials who are charged with making that policy decision. Finally, the courts are not bound by our decision if the matter ends up in court. Should you and others with similar concerns choose to file suit challenging the local ordinance, our opinion will be considered, but ultimately the courts will decide the constitutionality of such an ordinance. | November 26, 2007 In a letter to Washington State Attorney General Rob McKenna, Skagit County Prosecuting Attorney Rich Weyrich decides to ask for an Opinion as to whether the county Board of Health has the authority to order a public utility district to add fluoride to its water system. Attached to the request is a copy of Resolution #20070284, the so-called "fluoridation mandate," which contains the ridiculous and unscientific claim that dental caries is an "infectious" and "contagious" disease. "The kidneys try very hard to eliminate fluoride from the body, but in doing so the kidney tissue is exposed to concentrated amounts of toxic fluoride." he told WND. "Kidney patients must be told the whole story about fluoride. Fluoride is acknowledged to be slightly less toxic than arsenic and slightly more than lead." Dialysis machines cannot use fluoridated water because it is known to be potentially dangerous to patients. The NKF report indicates some people receiving dialysis treatments died or were poisoned from fluoride after it leeched through machine filters. |

Robert Reeves, an attorney whose work helped force FDA to concede potential harm from mercury in dental fillings, sent a fluoride evidence preservation letter to the Denver-based 60,000-member American Water Works Association. The letter listed AWWA’s headquarters office, its regional section offices, and national and regional officers personally as “potentially responsible parties” that may be the subject of legal actions by kidney patients and others harmed by ingesting fluorides. |

The NKF advised monitoring childrens fluoride intake along with patients with chronic kidney impairment, those with excessive fluoride intake, and those with prolonged disease. But PUD commissioners have been slow to begin the process and questioned whether the Skagit County commissioners had the authority to order fluoridation. The commissioners issued the order in their capacity as the county board of health. Prosecutor Rich Weyrich earlier this year sought an opinion from the attorney general’s office on the question of the commission’s authority. In March the attorney general issued an opinion upholding the commissioner’s authority to order the PUD to fluoridate. |
