letter of reply to Skagit County Chief Civil Deputy Will Honea's April 19th correspondence is signed by Skagit Clean Water's treasurer and notarized. It is then delivered to the Prosecuting Attorney's Office by members of the Skagit Clean Water PAC, where it is stamped as received at 11:41 am.

That same afternoon, Skagit County Chief Civil Deputy Will Honea composes a
letter in response to the one just delivered, apparently feigning ignorance concerning the law term "fiduciary creditor." The definition is researched easily on the Internet. The Deputy rejects his appointment in addition to defying lawful and explicit instructions to have any further correspondence notarized and delivered to a notary specified by Skagit Clean Water. The reply was received at the Skagit Clean Water Post Office Box on May 5, 2007.

Letter of Protest regarding the April 19th and May 4th correspondence from Skagit County Chief Civil Deputy Will Honea is addressed to Skagit County Prosecutor Rich Weyrich. It is signed by Skagit Clean Water's treasurer and notarized. The letter is then delivered to the Prosecuting Attorney's Office by members of the Skagit Clean Water PAC, where it is stamped as received at 12:06 pm. Related topics include documented conflict of interest on the part of Skagit County Commissioner Ken Dahlstedt regarding water fluoridation. In addition, both Commissioners Dahlstedt and Don Munks are said to have missed the filing deadlines for their Oaths of Office and Public Official Bonds. These documents, which are on file at the Skagit County Auditor's Office, support the contention that State Law was violated. RCW 36.16.060 is very specific and has no exceptions. Five business days are specified as a time limit for a response. To date, none has been received.

Issues of law raised in the May 23rd Letter of Protest, which concern the Skagit County Commissioners are restated briefly. Consequences for inaction by the Office of the Prosecuting Attorney are outlined in a reference to State Law regarding Official Misconduct. Three business days are specified as a time limit for a response. To date, none has been received.

Notice of Protest is addressed to Don Munks, Ken Dahlstedt, and Sharon Dillon. Copies are signed by Skagit Clean Water's treasurer and notarized. The documents are then delivered to the Skagit County Commissioners' Office by members of the Skagit Clean Water PAC, where they are stamped (our copy here) as received on August 16th. Issues of law that concern the fate of two Commissioners are featured. They are the same concerns that were presented previously to the Office of the Skagit County Prosecutor. Skagit Clean Water's intent to have these Commissioners formally removed from office is clarified. Five business days are specified as a time limit for a response — without help from the Prosecutor's Office. To date, none has been received.

The documents are then delivered to the Skagit County Commissioners' Office by members of the Skagit Clean Water PAC, where they are stamped (our copy here) as received on September 13th. It is stated that there would be no further opportunity for the would-be Commissioners to make their case as to why they should not be removed from office formally, given the verified improper filing of their Oaths and Bonds in 2005. The State Laws that were violated are presented. Skagit Clean Water reiterates its intent to force the issue. Three business days are specified as a time limit for a response. To date, none has been received.

The documents are then delivered to the Skagit County Commissioners' and Prosecuting Attorney's Offices by members of the Skagit Clean Water PAC, where they are stamped (our copies here and here) as received on October 15th and at 12:04 pm on October 15th, respectively. A summary of the failures by the impostor commissioners to respond to lawful Administrative Remedy Demands is presented. They are reminded that the Prosecuting Attorney must enforce State Law or be removed from office, himself. Finally, Skagit Clean Water places them on notice that they are in full default with no hope of turning back.
